Results Planning, Monitoring and Assessment 2011


Current situation

During 2011 the Annual Operative Plan was executed where activities and results of the Planning, Monitoring and Assessment Unit are immersed according to what the Directing Council approved on the Institutional Strategic Plan 2010-2014.

Among the most important activities that were carried out, we can stand out:

1. Preparation of a methodology for mapping the juridical instruments that allows operating the strategic points on Food and Nutritional Security in every country. 2. Preparation of a methodology for consolidating strategic alliances with related institutions and organisms in the region related to food and nutritional security. 3. Technical and strategic support to national institutions in coordination with FNS to strengthen their information system for food and nutritional surveillance, mainly in Guatemala, Honduras and Dominican Republic. 4. Contribution on developing a methodology of impact assessment of the program procedures related to feeding and nutrition. 5. Design and execution of the procedure assessment of the Strategy of Acute Malnutrition Reduction in Guatemala. 6. Design and execution of the Basic Guideline of programs and projects in feeding and nutrition in Guatemala and El Salvador. 7. Diagnostic of food situation in households based on secondary analysis of studies about life conditions in four countries of the region. 8. It is also standing out the support provided to prepare the Political Proposal of FNS in Central America and Dominican Republic focused in the diagnostic of the food and nutritional situation. 9. Methodological accompaniment on Geographical Information Systems for the development of researches, base guidelines and assessments of feeding and nutrition programs. 10. Institutional strengthening through technological modernization and systemized use of written and electronic media. 11. Strengthening of Knowledge Procedure through update of the technological platform of the Virtual Library in Food and Nutritional Security. 12. Strengthening and consolidation of planning, monitoring and internal assessments procedures of the Strategic and Operational Plan of INCAP. 13. Standardization of the institutional assessment methodology. 14. Design of the methodology and preparation of the Code of Conduct and the Sustainability Plan of INCAP through a participative process on which the staff members of INCAP evaluated strengths, weaknesses and potentials that the Institution has. 15. Learned lessons

1. It is better to take advantage of structures and platforms that function with other subjects to introduce or incorporate on FNS subject instead of starting from zero, and comprising new networks. 2. When executing any technological tools implementation that involve to parallel processes, it must be included each one of their phases (development, taste and validation) according to the prior order established; and not keep advancing on it, until having completed each one of them. 3. When acquiring new technological tools, it must be carried out a complete analysis and have an objective about the real feasibility of the offer. 4. The website must have a previous analysis to determine its impact; this means that it must have a complete analysis about the technic-economic feasibility and risks or opportunities to be faced with the same. 5. The graphic image that is projected in websites, reports and other services plays a very important role on the institutional market that must be valued. 6. When purchasing any new dispositive and/or technological tool, it must be contemplated a training or induction about the same with the purpose of not depending from any external company.

Main challenges for 2012

1. Implementation and migration of the Educational Portal and CIIPEC to INCAP own servers. 2. Maintenance and improvement of INCAP Website, including BVSSAN portal. 3. Implementation of the project to preserve and share the INCAP Institutional Memories. 4. Having the technical bases for the support on developing nutritional surveillance systems in the countries and its consolidation through standardization of the subject of growing stock. 5. Consolidate technical methodologies for the procedures and impact assessments of the FNS programs and projects, as well as the methodologies for the institutional monitoring. 6. Start the design procedure of national surveys, particularly ENSMI in Guatemala. 7. Having with an articulation plan per country related to main strategies of intervention in the countries about FNS. 8. Execution of the final phase of migration of SSAI to ERP and maintenance.
